A chain with a gap is markdown. scripts/check_artifact_header.py refuses a plan whose spec is missing, and a spec whose intent is missing — and refuses a chain that stops short of a plan without saying why. blocked is waiting on a named decision and will resume; dismissed was triaged and will not. Stopping is legitimate; stopping silently is not, because then a deliberate halt and an abandoned change look identical.
